CDBG PY2018 (44th Year)

April 26, 2018

A proposal for water improvement in the City of Kennedale using U.S. Department of Housing and Urban Development funds under the Community Development Block Grant program is currently being reviewed. The project is water line improvement consisting of replacing 2,700 LF of 6” asbestos-cement waterline along Danny Drive with 8” PVC. The existing 6” line will be abandoned in place and the new 8” line will be located within the existing right of way. A Riverine wetland crosses Danny Drive and crosses into the currently existing six inch water line and potentially the proposed eight inch PVC water line.

Although less than 5% of the project area is in a wetland, the project improves existing current infrastructure and the plans will be adapted in order to minimize effects on wetland values. It is our determination that there are no practicable alternatives for locating the project outside of the wetland. This is due to: 1) the need to provide improved water infrastructure within this neighborhood; 2) the need to provide improved safety for this neighborhood; 3) the ability to engineer the project to not affect the wetland; 4) the ability to improve erosion occurring within wetland at infrastructure site; and 5) the ability to mitigate and minimize impacts on human health, public property, and wetland values.

FINAL PUBLIC NOTICE OF PROPOSED PROJECT WITHIN A FLOODPLAIN

CDBG PY2018 (44th Year)

April 2, 2018

A proposal for street improvement and sidewalk addition in the City of North Richland Hills using U.S. Department of Housing and Urban Development funds under the Community Development Block Grant program is currently being reviewed. The Street and sidewalk infrastructure proposed is to reconstruct 480 LF of 31’ wide asphalt road including curb and gutter with 6” lime treated subgrade and 6” reinforced concrete with same dimensions. 480 LF of new sidewalks on both sides (960LF total) of the street are also planned. Twenty-five percent on the western part of Shiller Drive lies within shaded Zone A floodplain: FEMA Map no. 48439C0205K (effective 9/25/2009).

The street improvement and new sidewalks must move forward because surrounding residents around the floodplain require the infrastructure to be updated to live in a safe and sustainable neighborhood. Current street infrastructure in the neighborhood requires replacement therefore there are no alternatives than to move forward with the planned project of replacing and improving the streets and adding new sidewalks. As 25% of the western part of the project area lies within the 0.2% (500 year) floodplain, not assisting this portion of the neighborhood will affect the neighborhood as a whole. The floodplain is along the street between four homes; therefore, not improving the whole street is not an option. The direct benefits of replacing the existing street infrastructure outweigh the alternative of not moving forward with the project. All measures will be taken to minimize any adverse impacts to the floodplain by maintaining current height of the street and installing proper drainage along the whole street. Any disturbed areas will be restored to current status as to not aggravate the current hazards to other floodplains and their values.
