A proposal for street improvement and sidewalk addition in the City of North Richland Hills using U.S. Department of Housing and Urban Development funds under the Community Development Block Grant program is currently being reviewed. The Street and sidewalk infrastructure proposed is to reconstruct 480 LF of 31’ wide asphalt road including curb and gutter with 6” lime treated subgrade and 6” reinforced concrete with same dimensions. 480 LF of new sidewalks on both sides (960LF total) of the street are also planned. Twenty-five percent on the western part of Shiller Drive lies within shaded Zone A floodplain: FEMA Map no. 48439C0205K (effective 9/25/2009).

The street improvement and new sidewalks must move forward because surrounding residents around the floodplain require the infrastructure to be updated to live in a safe and sustainable neighborhood. Current street infrastructure in the neighborhood requires replacement therefore there are no alternatives than to move forward with the planned project of replacing and improving the streets and adding new sidewalks. As 25% of the western part of the project area lies within the 0.2% (500 year) floodplain, not assisting this portion of the neighborhood will affect the neighborhood as a whole. The floodplain is along the street between four homes; therefore, not improving the whole street is not an option. The direct benefits of replacing the existing street infrastructure outweigh the alternative of not moving forward with the project. All measures will be taken to minimize any adverse impacts to the floodplain by maintaining current height of the street and installing proper drainage along the whole street. Any disturbed areas will be restored to current status as to not aggravate the current hazards to other floodplains and their values.

FINAL PUBLIC NOTICE OF PROPOSED PROJECT WITHIN A FLOODPLAIN

CDBG PY2018 (44th Year)

March 21, 2018

A proposal for street and drainage improvement in the City of Azle using U.S. Department of Housing and Urban Development funds under the Community Development Block Grant program is currently being reviewed.  The project is replacement of approximately 200 LF of 30 feet wide concrete street with stronger subgrade and concrete street with curb and gutters with the same dimensions on Bailey Street from 1521 Bailey Street to Wells Burnett Rd behind the gas station. The drainage improvements will be east of the same area as street improvements, where approximately 100 linear feet of eight foot wide slope protection in the drainage area will occur. A minimal amount (less than one half of an acre) of the drainage portion of the project lies within shaded Zone A floodplain: FEMA Map no. 48439C0135K (effective 9/25/2009).

The street and drainage improvement must move forward because surrounding residents around the floodplain require the infrastructure to be updated to live in a safe and sustainable neighborhood. Current street infrastructure in the neighborhood is deteriorated and creating a driving hazard, while drainage walls are crumbling and not stable therefore there are no alternatives than to move forward with the planned project of replacing and improving the street and drainage infrastructure.  As only a minimal area lies within the floodplain, not assisting this portion of the neighborhood will affect the neighborhood as a whole. Only a small portion of the drainage to be restructured exists in the floodplain; therefore, not replacing the street and drainage is not an option. The direct benefits of replacing the existing infrastructure outweigh the alternative of not moving forward with the project. Re-routing the drainage could negatively impact the floodplain and the surrounding homes. All measures will be taken to minimize any adverse impacts to the floodplain including using methods to improve the safety and structure for the floodplain. Any disturbed areas will be restored to current or improved status as to not aggravate the current hazards to other floodplains and their values.
