CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT, TARRANT COUNTY - COMMUNITY DEVELOPMENT and HOUSING

Tarrant County Community Development and Housing Department is making available to all interested citizens and organizations the draft 2016 Consolidated Annual Performance and Evaluation Report (CAPER). The plan is authorized by the Community Development Act of 1974, as amended, the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, and The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act of 2009, as amended.

The current performance report covers a period from July 1, 2016 to June 30, 2017 and describes progress made in achieving goals set forth in the 2016 Action Plan. The performance report will be submitted to the Department of Housing and Urban Development (HUD) to meet federal requirements for Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Solutions Grant (ESG) funds.

On or after July 20, 2017 Tarrant County will submit a request to the US Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, and under the Stewart B. McKinney Homeless Assistance Act, as amended to undertake the following project:

Project Title: Water and Sewer Infrastructure Improvements (5 projects)

Purpose: The purpose is to improve water and waste water flow and reduce the amount of service calls related to the age and material of the existing mains. There is a need to improve water and sewer infrastructure to stop constant repairs and improve delivery of water and waste as well as provide safe water and avoid stoppages for residents in neighborhood.

Project Description: (1) Euless: Replace 1,040 LF of 6” Vitrified Clay sewer pipe with 8” HDPE via pipe burst method, (2) Lake Worth: Replace approximately 1,215 LF of 6” vitrified clay sewer line with 6” PVC pipe and 3 manholes will be replaced. Thirty-five percent (35%) or approximately 508 linear feet of the sewer line is within shaded Zone A floodplain: FEMA Map no. 48439C0165K. An 8-step Environmental review was executed between February 13 and March 9, 2017. No concerns were objections were made during both public notices., (3) River oaks: Sewer replacement of 6” concrete sewer line to 8” IPS SDR-21 poly fused pipe via pipe burst method, (4) Sansom Park: Replace 1,420 LF of 2” and 4” galvanized iron water pipes with 8” PVC water line on the east side of Arrow St from Cowden St southwards to Buchanan St. and Broadview Dr., (5) White Settlement: Continuation of 41st year: Replace remaining 810 LF of 6” and 8” clay and concrete sewer line with 8” PVC sewer line with all sewer services replaced.

Project Description: (1) Bedford: Remove 1,130 LF of 31’ B-B wide of asphalt street, existing curb and gutter, and driveway approaches and reconstruct with 6” reinforced concrete pavement with ADA ramps, driveway approaches and curbs., (2) Benbrook: Installing new energy efficient street lighting: approximately 17 – 250Watt, 480Volt lights installed on 30 feet steel poles spaced 180 feet apart, (3) Crowley: Replace 500 LF of existing 22’ and 24’ wide asphalt street with 500 LF of 31” wide 6’ reinforced B-B concrete with curb and gutters. (4) Grapevine: Reconstruct 410 LF of 28 feet wide Concrete Street to asphalt. Includes curbs, gutters, drive approaches and new sidewalk on both sides of street. (5) Haslet: Reconstruct 2700 LF of 28 feet wide Asphalt Street with concrete pavement within Brentwood Park subdivision. (6) North Richland Hills: Reconstruct 440 LF of 30’ wide asphalt road with a 40 foot cul-de-sac radius to 6” reinforced Concrete Street with same dimensions. 810 LF of 4 foot wide sidewalk on both sides of the street will be newly installed.

Project Issues: Potential soil erosion, minor roadway impediments, and hazards and nuisances during construction. Project issues will be mitigated with measures built into construction contract and monitored by CDBG project manager.

Project Description: (1) Mansfield: Reconstruct 1,800 LF of 18 feet wide asphalt street with 27’ B-B wide 7” reinforced concrete with curbs and gutters. New storm drain system will be included to reduce flood damage. Replace 2550 LF of 6” clay sewer line with 6” PVC pipe, replace and move 2000 LF of 6” Asbestos Cement water line with 6” PVC (DR18) water line. Water line will be moved to right of way for easy future repair needs. All services will be cleaned out and reconnected. (2) Dalworthington Gardens: Removal of 340 LF of 31’ B-B curb & gutter and asphalt pavement on Ambassador Row from the east side of the intersection of Ambassador Row and Seville Court easterly to the east side of the intersection of Ambassador Row and Chase Court, and replacement with 6" reinforced concrete pavement and curbs within these same limits.Also, Replace 340 LF of 6” diameter AC water line with 8” PVC water line along the north side of Ambassador Row, Replace 276 LF of 6” diameter vitrified clay pipe sewer line with 6” PVC sewer line from mid-point of Ambassador Row east to Chase Court and then extend south in Chase Court to the sewer manhole.

On or about July 20, 2017 Tarrant County will submit a request to the US Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) and HOME Investment partnership (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, and under the Stewart B. McKinney Homeless Assistance Act, as amended, to undertake one project known as Owner Occupied Single Family Rehabilitation .

The purpose of the Owner Occupied Single Family Rehabilitation program is to rehabilitate eligible owner-occupied single family homes at costs up to $24,000 per home. During the period of July 1, 2017 and June 30, 2018 Prior year funds from CDBG and HOME and approximately $ 460,000. of 2017 CDBG funds and $609,675. of 2017 HOME funds will be used for rehabilitation provided as reimbursement to contractors, costs of title searches, lead based paint costs and other costs associated in rehabilitating eligible households to rehabilitate approximately 51 single family owner occupied homes. The area of consideration for this program is in unspecified sites within Tarrant County, outside of the Cities of Arlington, Fort Worth and Grand Prairie, excluding any homes within a Floodplain.

The activity proposed is categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA).
